Ossining Village Manager Replaced in Village Hall Shakeup

A year after being enthusiastically welcomed as the new Ossining village manager, Abraham Zambrano has exited Village Hall.

Zambrano’s May 31 departure from his $190,000 annual position was announced by Mayor Victoria Gearity as a footnote in a press release last week that also included the resignation of Director of Code Enforcement Alberto Ciraco, who left to take a job in the Town of Bedford.

Zambrano, who worked for the Village of Croton-on-Hudson before joining Ossining, is being replaced on an interim basis by Village Engineer Paul Fraioli, who has served in that role for the last 15 years.

“With his extensive experience as village engineer, Paul is intimately familiar with village operations and has the knowledge and expertise to effectively implement the board’s goals of a customer-centric Planning and Building Department,” Gearity stated in the release.

Gearity, who noted in the release the Board of Trustees unanimously supported the personnel changes, did not return a phone message or email seeking further explanation on Zambrano’s exit or if Zambrano and Ciraco’s “resignations” were somehow connected.

“His (Ciraco) departure provides the village with an exciting opportunity to re-engineer our Planning and Building Department to become customer focused and more effective in enforcing building codes,” Gearity stated in the released. “In addition to filling this key position, we are also actively interviewing candidates to fill three other positions in the department.”

Earlier this year, the village Board of Trustees appointed Lynn Brooks-Avni as director of planning and economic development to lead a newly combined Department of Planning and Building.

“We are confident that these significant and much-needed changes will create a more positive and responsive relationship between our Planning and Building Department and the residents and business owners of Ossining,” Gearity stated.
