County BOL Approves $1.14M for Winbrook Redevelopment

The developer Winbrook Phase I GP, LLC and the City of White Plains took a step forward last week when the Westchester County Board of Legislators authorized a finance agreement to assist their redevelopment plan for affordable housing at the Winbrook Public Housing complex at the corner of Quarropas Street and South Lexington Avenue.

The authorization, when signed by the County Executive will finance infrastructure improvements in support of a 104-unit development to be known as Winbrook Phase I.

The plan is to construct 103 affordable housing units, plus one set aside for a superintendent, in a single 10-story building along with 23 parking spaces. Once the new development has been completed, eligible tenants from the existing buildings at Winbrook can move into the new units. Demolition of one of the existing buildings will then commence to move the project forward to Phase II of the plan.

Infrastructure improvements for the redevelopment totaling $1.14 million will come from the county’s Capital Project Housing Implementation Fund, and will finance sewer and main replacements, curbing, paving, parking, lighting, grading, landscaping and ancillary work related to the project.

New construction of the 104 affordable housing units in the Winbrook Phase I development will include 34 one bedroom units, 44 two bedroom units, 25 three bedroom units and a two bedroom unit for the superintendent.
