Butterfield Project Moves Forward in Cold Spring

The site of a former hospital in Cold Spring that has remained dormant for 25 years may be moving closer toward being developed.

Representatives of the Butterfield Project appeared before the Cold Spring Planning Board at the Sept. 3 work session.

Butterfield Realty is proposing a mixed use project on the 5.7 acre parcel located near the intersection of Route 9D and Paulding Avenue. The village board of trustees rezoned most of the property to B4A that would allow, with the planning board approval, a development of a 17,500 square foot office/retail building; 55 units of market rate housing for seniors (and one unit for a superintendent) that would be located in three buildings, and three single-family homes that would be located along Paulding Avenue on the northern portion of the property. The 11,500 square foot Lahey Pavilion would continue to be used as a medical office building.

Putnam County officials, including County Executive MaryEllen Odell would like to lease 5,000 square feet of the property that would be a satellite office for county services, including the sheriff’s office.

The planning board, one of the agencies that would need to approve the project, would need to provide the developer with subdivision and site plan approvals.

Planning Board Chairman Barney Molloy said the latest version of the site plan was not much different from the developer’s initial drawings. “We’re very early in the process,” he said.

The planning board’s consultant for the project, Charles Voss, said the next version of the site plan should include such details as the location of the water and sewer lines that would be on the site. The developer should also provide a stormwater management plan, Voss said.

Alexander Saunders was the only resident to speak about the proposal at last week’s meeting. Saunders said residents, including Philipstown residents, needed to be more involved in the review process.

The project review is scheduled to continue at the Sept. 17 planning board meeting.
